MINUTES <br />PLANNING COMMISSION <br />NNE 9, 1999 <br />Montour pointed out that the property is zoned I -1. Carson pointed out <br />that the Land Use Plan calls for the property to redevelop as residential. <br />Ed McCumber, Arcade Electric, expressed concern with the fact that the <br />property owner is selling items from this lot. McCumber stated that he is <br />not opposed to the outdoor storage, but indicated that he would like to <br />know what Mr. Buetow's plans are for the property. McCumber also <br />wanted to know how the storage area will be screened given that the lot is <br />lower than the street. <br />Mursko reported that Buetow operates a stucco business from this <br />location. The house is used for storage purposes, and the business office <br />is actually in another location. <br />Carson asked if the car sales from this lot were permissible. Mursko <br />replied that they were not. <br />Richard Wagner, 3105 Edgerton Street, expressed concern that the <br />condition of this property will cause property values to decline. Wagner <br />pointed out that County Road D and Edgerton is a high traffic area. <br />Wagner was concerned about the intentions of Mr. Buetow for this <br />property and asked that the property be cleaned up and the vehicles for <br />sale removed. <br />Knudsen pointed out that Mr. Buetow purchased the property relying on <br />the 1 -1 Zoning. Therefore, he would be allowed to conduct a legitimate <br />industrial use on the property even though it is located in the middle of a <br />residential area. Knudsen asked if it would be fair that Buetow would <br />expect to be able to have outdoor storage on the property. <br />The City Planner pointed out that the I -1 District allows open and outdoor <br />storage by Conditional Use Permit. However, in considering a request for <br />outdoor storage, the City can take into account the character of the <br />neighborhood. The Comp Plan can also be considered, and the Land Use <br />Plan indicates a residential use for this property. The Planner indicated <br />that the City is not compelled to approve a CUP for outdoor storage just <br />because that mechanism is in the ordinance. <br />Knudsen indicated that he was inclined to vote against this CUP given the <br />character of the neighborhood. Knudsen pointed out that the Arcade <br />Electric property is pretty clean, although not in the best location. This is <br />a high traffic, residential area. Knudsen questioned whether the City <br />would want to encourage a lot of outdoor storage in this location. <br />Page 25 <br />
