AUG -06 -1999 13:44 <br />MC 612 595 983? P.04'05 <br />Little Canada's ordinance is at the high requirement range of the scale when using the net <br />calculation of 10 %. However, it appears to be a reliable standard if an actual net is <br />calculated. The only change we might recommend would be to the definition of net space, <br />allowing for actual net space, rather than the formula currently in place. <br />Automotive service <br />This use has caused a significant amount of concern in the Ryan Industrial Park area. <br />Little Canada's ordinance requires 8 spaces, plus one per 200 square feet net over 2,000 <br />sf. For a 5,000 sf. building, this would result in a requirement of 22 spaces. <br />Other ordinances are highly varied on this use. Requirements vary from 1 or 2 spaces per <br />service bay to 2 per bay, plus 1 per 200 sf., plus one per employee. This same 5,000 sf. <br />building could require from 9 spaces to more than 70 spaces, depending on all sorts of <br />variables. The median standard ranged in the 30 to 35 space requirement. <br />Unfortunately the ITE study does not have data available for this specific use. <br />Although many of the Ryan Park facilities have had difficulty with the current ordinance, <br />it appears that it is actually more liberal than many ordinances being used. Although It <br />may not help the situation in that area, any change should probably be to require more <br />parking for these uses, rather than less. <br />Storage <br />This use can occur as an independent warehouse use, or as an accessory use to another <br />business, sometimes office, manufacturing, or retail. Little Canada's Ordinance requires <br />one space per 1,000 sf. net, plus one space per employee, plus one space per company <br />truck. For a 100,000 sf. warehouse, this would result in a requirement of 90 spaces, plus <br />one per employee. Where the storage is an accessory use to retail, the calculation is one <br />space per 500 sf. net. <br />Other ordinances are very close to this standard. The range of most ordinance <br />requirements does not vary significantly, although some are more strict. <br />The ITE study does not separate storage from other industrial land uses. <br />No change is recommended, given the City's experience with this standard, and the fact <br />that most other ordinances are close to the same requirement. <br />Manufacturing/Fabrication <br />Little Canada's standard is one space per 350 sf. net. For a 20,000 manufacturing use, <br />this would result in a requirement of 51 spaces. <br />Page 33 <br />
