Hanson <br />TO: Mayor & Council Members <br />FROM: Elizabeth Murkso, Zoning Administrator <br />DATE: July 22, 1999 <br />RE: Required Parking Guidelines <br />As per the Council's request the required parking guidelines from 1964, April 1980, and <br />the current required parking ordinances have been gathered and reviewed by City Staff. <br />(attached). The current parking ordinance mirrors the parking ordinance requirement <br />from 1980 for the three parking categories the are commonly used in Ryan Industrial <br />Park (Office, Storage - Warehouse, and Auto Related Uses). <br />The parking requirements in 1964 were not based on "use." They are based on a <br />zoning district only. The "use" format came into effect with the adoption of the 1980 <br />zoning ordinance. The 1980 zoning ordinance also includes the provision for change of <br />use or occupancy of land. This provision states that any change in use or occupancy of <br />any buildings including additions which require more parking shall not be permitted until <br />there is additional parking spaces established as required by this ordinance. <br />The attached chart shows Ryan Industrial Properties with the year that the initial <br />building permit was issued along with the year of additions or renovations that building <br />permits were issued. Five (5) properties have been identified as being under the 1964 <br />zoning ordinance based on building date. However, upon further review of the current <br />zoning ordinance, if the use or occupancy changed after 1980, the new standards would <br />apply to these properties. <br />In discussion with Mr. Valento we have established that 3179 Spruce Street did have a <br />use and occupancy change in 1984. This would trigger current standards. He also <br />indicated that the use and occupancy for 3176 Spruce Street has not changed and <br />under this assumption this property would be under the 1964 regulations. The 1964 <br />parking regulations would require 2 -4 parking spaces (based on four employees). Mr. <br />Valento agrees that this would not be adequate parking for this property. Further <br />discussion on an adequate number of required spaces is required. My recommendation <br />would be fifteen, five (5) for each business located in the building and consistent with <br />other businesses in the area. <br />CC: Don Valento <br />Kathy Glanzer, Deputy Clerk <br />Page 35 <br />
