Utility Plan <br />♦ Sanitary sewer service has proposed to come from the existing 36 -inch MCES trunk line <br />located near Country Drive. There is approximately 600 -feet of sanitary sewer <br />proposed to cross the property north of the site before it reaches to northerly property <br />line. Then it heads west to access the parking lot, then flows southerly to service the <br />six buildings. The portion of sanitary sewer along the north property line flowing east <br />and west, is approximately 10 -feet deep and has a 5 -foot high retaining wall 5 -feet away <br />from it. This does not provide a reasonable means of maintaining this sewer line should <br />it ever be excavated. We would suggest that the retaining wall not be allowed in the <br />utility easement. <br />There was previously some discussion with the developer and their engineer's regarding <br />whether or not the sanitary would be a public or private facility. Obviously the portion <br />that crosses the property north of the site needs to be public. If the internal sanitary <br />sewer servicing the buildings directly is public, it needs to be covered with a utility <br />easement to allow the City access for maintenance. Also a gravel or wood chip trail <br />needs to be constructed over the portion north of the project site to accommodate <br />maintenance vehicles. <br />♦ Water services are proposed to be taken from the existing 12 -inch watermain along Rice <br />Street. Individual curb stops are shown 8 -feet from the buildings. Again utility <br />easements will need to be provided so that the City has the right to go in and operate the <br />water curb stops. <br />♦ There are three existing hydrants along Rice Street; at the north and south end and <br />approximately midpoint of the development. <br />♦ These should provide adequate fire protection, however, the fire chief should be <br />consulted to determine whether or not these locations are adequate. In case of a fire the <br />fire department may have to contend with parked vehicles and approximately a 3:1 slope <br />between the fire hydrant locations and the building locations. <br />If you have any questions regarding any of these comments please call. <br />Sincerely, <br />Howard R.
