515 Little Canada Road Little Canada, MN 55117 -1600
(651) 484 -2177 / FAX: (651) 484 -4538
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Greg Schroeder, Public Works Director
DATE: August 25, 1999
RE: Blacktern Office Park
MAYOR
Michael I. Fahey
COUNCIL
Beverly Scalze
Jim LaValle
Steve Morelan
Bob Pedersen
ADMINISTRATOR
Joel R. Hanson
As requested, I have reviewed the most recent submittal for the Blacktem Office Park dated
August 16, 1999. Further, I have reviewed the City Engineer's comments on this project dated
August 23, 1999. I concur with his comments.
One item that the August 16, 1999 plan submittal does not address is visibility of this office park
from Rice Street. The drawings show the first floor elevation ranging from 908.0 at the south
end to 908.6 at the north end of the office park. Rice Street ranges from 906.0 at the south end to
918.0 at the north end. The parking lot ranges from 906.0 tb 908.0 through this same area. This
is basically the same elevation and appearance that was proposed back in June 1999. Essentially,
the south end of the project will be very visible (i.e. street elevation at 906.0 with a first floor at
908.0). ' However, the north end will not be as visible (i.e. street elevation at 918.0 with a first
floor at 908.6).
If visibility is still a Council concern, the developer needs to address this issue.
GS:kp
Page 10
