515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 484 -2177 / FAX: (651) 484 -4538
TO: Mayor & Council Members
FROM: Elizabeth Mursko, Zoning Administrator
DATE: August 24, 1999
RE: Parking problem on South Owasso Boulevard
MAYOR
Michael L Fahey
COUNCIL
Beverly Scalze
Jim LaValle
Steve Morelan
Bob Pedersen
ADMINISTRATOR
Joel R. Hanson
In August of last year, the City of Little Canada received its first compliant regarding
parking on the south side of South Owasso Boulevard between the RR tracks and Buck
Blacktop specifically. Parking is permitted on south side of the street and is posted "No
Parking at anytime" on the North side of the street. In August of 1998, the Code
Enforcement Officer along with the Sheriff's Department spoke with the owner of the
business who parked his vehicles at this location and the problem was resolved.
The City has received three (3) separate complaints including the initial complaint
regarding visibility and safety issues when vehicles are parked on the south side of the
street in this area. The vehicles parked in this area are primarily commercial vehicles
(trucks) varying in size and weight. In addition the vehicles are not only parking in the
paved public right -of -way but they are also using the boulevard area for parking.
Parking on the boulevard although not permitted in the zoning ordinance presents less
of a safety issue than parking on the paved surface in this situation.
City Staff recommends No Parking at any time signs be posted on the south side of
South Owasso Boulevard between the RR tracks and Yorkton Boulevard as parking on
the south side of the street poses a safety and visibility issue when accessing and
exiting businesses in this location. In addition, this will eliminate vehicles from parking
on the boulevard in this area.
Page 19
