storage area can be established beyond the required forty (40) foot required front <br />yard setback. <br />2. The twenty -eight (28) foot variance would not keep with the spirit and intent of the <br />zoning ordinance in that accessory uses (exterior storage) are not permitted in the <br />front yard and apply to all zoning districts throughout the city. <br />3. The expansion of exterior storage into the required front yard is inconsistent with the <br />goals and policies of the comprehensive plan. The accessory use of open and <br />outdoor storage should be limited as the comprehensive plan encourages the <br />limitation of exterior storage and promotes an aesthetically pleasing environment <br />free from excessive outdoor storage. <br />4. The applicant has not satisfied its burden of showing that denial of the variance will <br />result in undue hardship to the applicant. <br />Other Zoning Code Compliance Issues <br />1. The off- street parking areas and associated drives must paved with asphalt, <br />bituminous or concrete and striped with white or yellow paint lines not less than four <br />(4) inches. <br />2. The off- street parking area must have curbing (may use concrete curb stops) around <br />the entire parking lot. <br />3. All curb cut accesses must be no more than twenty -four feet in width to meet zoning <br />code guidelines except by the approval of the City Engineer. <br />4. All junk and debris must be removed from the side and rear yard along with creating <br />order to the storage of equipment and materials on this site. <br />5. Green areas must be established to meet zoning requirements. <br />• All required off - street parking areas must have at least a five (5) foot <br />landscaping and continuous curb barrier setback to any line and a total of <br />fifteen (15) foot setback from the street surface. <br />• All areas not used for parking in the front yard must be landscaped (40 feet <br />from property line). <br />6. Property owners are responsible for compliance with Minnesota State Statute <br />requirements regarding the establishment and compliance of handicap parking <br />guidelines. <br />7.
