MINUTES <br />PLANNING COMMISSION <br />AUGUST 12, 1999 <br />Motion carried 4 — 0. <br />CUP FOR Mr. Roger Stanke, 209 Ryan Drive, appeared before the Planning <br />OPEN AND Commission requesting approval of a Conditional Use Permit for <br />OUTDOOR open and outdoor storage of equipment and materials as an <br />STORAGE & accessory use as well as a Variance from the 40 -foot required front <br />VARIANCE — yard setback to a 28 foot front yard setback to accommodate <br />209 RYAN exterior storage. <br />DRIVE — <br />ROGER <br />STANKE <br />The Zoning Administrator reported that Mr. Stanke is requesting a <br />CUP in order to have exterior storage on the east and west sides of <br />his building. A variance is also being requested so that the exterior <br />storage on the west side of the building can encroach into the <br />required front yard. The Zoning Administrator noted that the <br />building on this site is setback on the lot leaving no rear yard for <br />storage. The Administrator indicated that she was recommending <br />that the exterior storage of wood pallets, empty drums, a motor <br />home, and a racecar trailer as proposed by the applicant not be <br />approved given they are not associated with the primary business <br />and have the potential to create a public nuisance. The Zoning <br />Administrator indicated that Mr. Stanke has agreed to comply with <br />all parking, curbing, landscaping and screening requirements. <br />Stanke agreed that he will blacktop the parking areas, install <br />concrete curbing and stripe parking spaces on or before September <br />176. Stanke reported that he has a problem with the 40 -foot front <br />yard setback and is requesting a Variance for outdoor storage to <br />encroach into that setback. Stanke indicated that he is proposing to <br />move his boundary line fence in line with the centerline of the <br />highline pole in the front of his property. Stanke requested that he <br />be allowed to screen the outdoor storage on the east end of his <br />property with evergreen trees. <br />The City Planner indicated that landscaping is a potential screening <br />material. Therefore, Mr. Stanke could screen with evergreens <br />provided that he submits and follows an appropriate landscape <br />plan. <br />Stanke reported on the soil correction work he has done on his site. <br />However, the only area that has not been corrected is an <br />approximately 25 -foot radius around the powerline tower. Stanke <br />reported, however, that his blacktopper has informed him that <br />Page 136 <br />
