MINUTES <br />PLANNING COMMISSION <br />JULY 8, 1999 <br />Keis pointed out that the site will likely be gutted of trees. Black <br />stated that there will be a significant change to the existing <br />conditions. However, the plan is to save as many trees as possible. <br />Keis asked if these trees were worth saving. Black indicated that <br />there is a thick oak forest on the property. <br />Black noted the City Planner's recommendation for tabling action <br />on this Plat. He indicated that that would be a hardship and asked <br />the Commission to recommend approval based on a list of criteria <br />that he submitted to them. <br />Keis pointed out the issue with the height and view of the <br />buildings. <br />Duray asked if there would be a turn lane into the site. Black <br />reported that they are working with MN DOT relative to site <br />access. <br />Black pointed out that DaVern Construction could have proposed <br />more units on the site, however, wanted a development that <br />worked. <br />Keis asked if the units would all be constructed at the same time. <br />Ficek replied that they would likely begin construction on the north <br />end and continue as the units sell. He anticipated a 15 -month <br />construction process. <br />Carson pointed out that the options for laying out the site are either <br />to raise the property or construct two -story buildings. Keis <br />suggested that the buildings could be stepped down to follow the <br />elevation of Rice Street. <br />Chuck Plowe, Plowe Engineering, indicated that they looked at <br />that option, and noted that it would only provided about a two to <br />three foot difference in the elevation. <br />Carson pointed out that a three -story building would not work <br />because parking requirements would be increased. Ficek also <br />noted that a three -story building would require an elevator. Ficek <br />reported that the units he is proposing would consist of 1,100 to <br />1,400 square feet in size per floor. <br />Duray asked if the City Planner was comfortable in acting on this <br />Preliminary Plat this evening. The Planner indicated that he was <br />subject to the conditions outlined by the applicant as well as <br />Page 38 <br />
