MINUTES <br />PLANNING COMMISSION <br />JULY 8, 1999 <br />additional review of parking supply and demand, architectural <br />review occurring at the time of Final Plat approval, with a look at <br />the views of the building from both the front and the back as well <br />as a review of the retaining walls, and Landscaping review at the <br />time of Final Plat. Signage would also be considered as part of the <br />architectural review. <br />Montour asked if the applicant could comply with the City's Tree <br />Preservation Ordinance. The Planner noted that maximum <br />replacement would be required for this plat. That would be 30 <br />caliper inches per acre. <br />Knudsen asked if the Commission was comfortable with the <br />architectural review issues. Knudsen pointed out that there may be <br />concern that the proposal does not meet the Council's intent for the <br />site, which is a high- impact office development. Keis pointed out <br />that if the Commission recommends approval this evening, than <br />the indication is that the Commission supports the proposal. <br />Mr. Barraclough recommended approval of the Preliminary Plat <br />known as Country Office Park consisting of six three -unit <br />townoffice buildings as well as Development Stage PUD approval <br />subject to the following conditions: <br />*There shall be no tree removal or grading work within the 25 -foot <br />setback from the ordinary high water of the adjacent public DNR <br />wetland (except as necessary to install the pond outlet pipe). <br />*There shall be no building encroachment into the 50 -foot setback <br />from the ordinary high water mark. <br />*Trash/dumpster enclosures shall be provided both at north and <br />south ends of the development adjacent to the end buildings. <br />Screening shall be provided and constructed with the same exterior <br />materials and colors used on the buildings. <br />*Sanitary sewer shall be provided between the west side of the <br />office buildings and Rice Street. <br />*A permit from the Ramsey /Washington Water District. <br />*An access permit from MN DOT. <br />*Prior to any tree removal activity, the site grading limits shall be <br />ribboned off to protect existing trees along the shoreline. <br />Page 39 <br />
