MINUTES <br />PLANNING COMMISSION <br />AUGUST 12, 1999 <br />Sorenson reported that he realizes that some day Allan Avenue will <br />go through and at that time he would be responsible for the <br />assessments for that street. <br />Sorenson reported that it is his understanding that the Eichorn's <br />who own the lot on the north side of Allan Avenue are not <br />interested in developing their lot at this time. <br />Montour reported that the City has received a letter from Mr. And <br />Mrs. Eichorn stating their opposition to the variance. <br />Ed Inman, 785 LaBore Road, stated that he was not opposed to the <br />variance and pointed out that eventually Allan Avenue would be <br />improved. <br />Sorenson again noted that at the time Allan Avenue is improved, <br />the owner of this lot would be assessed for the cost of the <br />improvement. <br />That Tan Pham, 2998 Greenbrier Street, pointed out that he owns <br />the lot on the southeast corner of Greenbrier Street and <br />unimproved Allan Avenue. Pham asked who would pay for Allan <br />Avenue when it is improved. <br />The City Planner indicated that if a developer put in the street, <br />there would be no assessment. However, if the street were a public <br />improvement put in by the City, there would be assessments. <br />The Deputy Clerk explained that the assessment policy would <br />provide for an assessment of 20% of the side frontage along Allan <br />Avenue for the Pham property. <br />Sorenson pointed out that the variance request he is making would <br />not affect the Pham property financially. Assessments would only <br />be levied at the time a street was improved and if that street were <br />put in by the City. <br />Mrs. Inman asked why the City would put in a street. The City <br />Planner reported that the City undertakes an improvement usually <br />at the request of the property owners. However, it is more <br />common that a developer would put in a street. At this time there <br />is no way to know if a developer or the City will put in Allan <br />Avenue. <br />Page 81 <br />
