MINUTES <br />PLANNING COMMISSION <br />AUGUST 12, 1999 <br />Mrs. Hiland asked if Allan Avenue would continue all the way <br />over to Arcade Street as well as asked about the development of <br />the Inman and Lancette properties. <br />The City Planner reported that it was unlikely that Allan Avenue <br />would go all the way through to Arcade Street. He also noted that <br />the Lancette and Inman properties will likely develop with a cul- <br />de -sac extension of Leeward Way as well as a connection to <br />Greenbrier via Allan Avenue. The Planner noted that if Leeward <br />Way is extended south, there would be room to develop lots on <br />both sides of the street provided that both the Inman and Lancette <br />properties are part of the development. <br />Montour asked about the access of public safety vehicles to the <br />Sorenson lot if a long driveway access is approved. It was <br />suggested that the City's Fire Marshal will be asked to comment <br />on this issue. <br />Montour noted that the City Planner is recommending that the <br />property owner be required to sign a development agreement that <br />would indemnify the City from use of a public right -of -way as a <br />private drive. The property owner would also have to waive the <br />right to object to street improvements and assessments. <br />Sorenson stated that he was agreeable to those conditions. <br />Montour stated that he sees no problem with the street being <br />improved at this time, and suggested that a condition would be that <br />Sorenson would pay the full cost of the improvement. <br />Sorenson objected to paying all the assessments. He noted that his <br />proposal would allow him to develop his property while delaying <br />assessments to the benefiting properties. <br />Duray noted that the City has looked unfavorable on private drives <br />and felt that the situation would be better if the street were <br />improved right away. Duray asked if there was a way to defer the <br />assessments to the benefiting properties. <br />The City Planner replied that assessments can be deferred. <br />However, interest continues to accrue on these assessments. <br />Mr. Inman pointed out that Allan Avenue will have to go through <br />in order for him to develop his land. Inman pointed out that the <br />costof improving Allan Avenue will be more later. <br />Page 82 <br />
