MINUTES <br />PLANNING COMMISSION <br />AUGUST 12, 1999 <br />Montour recommended denial of the variance from the <br />requirement for improved street frontage requested by Mr. Cary <br />Sorenson for the lot located south of unimproved Allan Avenue <br />and east of Greenbrier Street based on the fact that there is no <br />physical hardship to warrant granting the variance, that the <br />driveway access may be a public safety concern and suggesting <br />that the Fire Marshal review this issue prior to the City Council <br />meeting, and finally based on the fact that Allan Avenue will go <br />through eventually and perhaps this is the time to put it in. <br />Motion seconded by Kraemer. <br />Motion carried 3 — 1. Mr. Carson voted against. <br />Sorenson asked why the City has granted this type of request for <br />other properties and the Commission is recommending denial for <br />his request. Sorenson asked if the issue was access for public <br />safety vehicles. <br />Montour replied that public safety was not the main reason. <br />Another justification is that there is no reason that Allan Avenue <br />cannot be improved at this time. Montour suggested that the <br />neighbors may not be opposed to the improvement of Allan <br />Avenue if Sorenson were willing to pay the cost of the road <br />improvement. <br />Sorenson pointed out that he has waited for 26 years to develop <br />this lot. He felt his proposal was a good one and delayed any <br />financial impact to the neighbors at this time. <br />Montour also suggested that there may be a problem with a <br />driveway on Allan Avenue in that traffic driving down improved <br />Allan may continue on down the Sorenson driveway. <br />Mr. Inman asked what it would take to improve Allan Avenue. <br />The City Planner indicated that 35% of the benefiting property <br />owners could petition the City for the improvement of Allan <br />Avenue. <br />B -4 ZONING The City Planner presented a proposed B -4 Zoning District for the <br />DISTRICT Commission's consideration. The Planner indicated that in <br />reviewing redevelopment options in the Rice Street area, a <br />proposal was submitted for a mixed use of auto service and retail. <br />Page 83 <br />
