MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 9, 1999 <br />CONCEPT <br />REVIEW — <br />TOWNHOME <br />DEVELOPMENT — <br />LITTLE CANADA <br />ROAD AND <br />JACKSON STR. <br />Keis asked if the fence was the only code compliance issue relative <br />to the PUD zoning. The Zoning Administrator replied that it was <br />at this time. <br />Montour stated that his main concern was the thought process that <br />went on in 1989 when the City rezoned to PUD. Montour <br />requested that the minutes be researched in this regard. It was the <br />consensus of the Commission to discuss this matter further at their <br />next meeting. <br />Mr. Gordie Howe appeared before the Commission to discuss his <br />concept for a townhome development at the northeast intersection <br />of Little Canada Road and Jackson Street. The concept is for <br />approximately 35 townhomes. He is also proposing that Bryan <br />Street be extended and looped to connect to Little Canada Road. <br />The City Planner reported that the Land Use Plan of the <br />Comprehensive Plan calls for a mixed use along Little Canada <br />Road He noted that this property is currently zoned B -3 along <br />Little Canada Road and R -1 to the north. Under concept proposed <br />by Gordie Howe, the property would be rezoned to R -2 and <br />eliminates the possibility of commercial uses along Little Canada <br />Road <br />The Planner pointed out that in addition to the option proposed by <br />Mr. Howe that loops and connects Bryan Street to Little Canada <br />Road, he has put together a second option which has a cul -de -sac <br />street coming in from Little Canada Road, eliminating the <br />connection to Jackson Street. <br />The Planner indicated that some of the issues raised in his report <br />are the need for setback variances. There is a 30 -foot perimeter <br />setback required for R -2 developments, and the north and east <br />perimeter setback as proposed is less than 30 -feet. The Planner felt <br />that the cul -de -sac plan causes greater problems with the setbacks, <br />as it pushes units further to the north into the park area. <br />The Planner also indicated that the developer has raised the issue <br />of public versus private street. A private street would allow a <br />narrower right -of -way, thus allowing units to be closer to the <br />street. <br />Keis noted that the Council recently took a position against a <br />private street for the Palmen property on McMenemy.
