MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 9, 1999 <br />Montour pointed out that the difference is that Wall's property is <br />zoned PUD due to its location near the intersection of Country <br />Drive and Ryan Drive. Montour noted that the City's vision was <br />to create an entrance -area into Ryan Industrial Park. <br />Mr. Barraclough recommended approval of the Conditional Use <br />Permit for open and outdoor storage of equipment as an accessory <br />use for 221, 223, and 225 Ryan Drive subject to compliance with <br />the recommendations of the Zoning Administrator as outlined in <br />her report dated August 26, 1999. <br />Motion seconded by Duray. <br />Motion carried 5 — 0. <br />Montour suggested that perhaps the situation has changed since <br />1989 when this property was zoned PUD and another look should <br />be taken at the zoning. Knudsen asked if the PUD zoning was as <br />valid today as it was in 1989. <br />The City Planner stated that the Council might feel the PUD <br />zoning for the entranceway into Ryan Industrial Park is still valid. <br />However, the Planning Commission has the prerogative of making <br />a recommendation to the Council on this issue. <br />Keis stated that he would like to study the issue a little more before <br />taking a position on it. It was pointed out that the Fra -Dor property <br />on the intersection of Country Drive and Ryan Drive has recently <br />been rezoned to I -2. Therefore, perhaps there is a reason to rezone <br />the north side of Ryan Drive to I -1 to be consistent with the rest of <br />the park. However, there is also the issue of the additional control <br />that the PUD District provides. <br />Knudsen asked if the PUD zoning created a hardship in any way <br />for the property owners. <br />The Zoning Administrator indicated that there are two major issues <br />with the PUD zoning. First, the auto - related uses were established <br />on the Wall property prior to the rezoning 1989. Therefore, they <br />are grandfathered in, and would not be allowed to expand under <br />the PUD zoning. However, the PUD zoning does give Mr. Wall <br />some flexibility if he sells his property since a commercial <br />business could be established on the site. <br />Page 19 <br />
