MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 9, 1999 <br />noted that that proposal was for a single- family home <br />development. The City has allowed private streets for townhome <br />developments and noted that Mr. Howe did a townhome <br />development with a private street off of Minnesota Avenue. <br />The Planner indicated that a concern has been raise relative to <br />Bryan Street going all the way through and the resulting traffic on <br />Jackson Street. The Planner described the layout of the <br />development and did not feel much traffic from the townhomes <br />would flow toward Jackson, feeling it would naturally flow <br />directly toward Little Canada Road. Therefore, he did not feel the <br />cul -de -sac option accomplished much. The Planner also noted that <br />the cul -de -sac would be approximately 740 feet long, which would <br />be over 200 feet longer than standard. A variance would be <br />required for the cul -de -sac length. Again, the Planner indicated <br />that he did not feel the cul -de -sac resolved any real traffic issues. <br />Keis indicated that he would not be inclined to grant variances for <br />this project, and asked if there was any justification for doing so. <br />The Planner responded that there is quite a bit of rear yard <br />separation between the units in the first block. These units could <br />be squeezed together a little bit to eliminate the setback issue. The <br />units on the north lie between the street and the park. It is possible <br />that the width of the park could be shortened to eliminate the <br />variance issue in that area. <br />Duray asked about the rezoning. The Planner replied that the <br />proposal would be to rezone the entire parcel R -2. Montour asked <br />about PUD zoning. The Planner suggested R -2 zoning, but using <br />the PUD process by Conditional Use Permit. He felt this would <br />give the City more control over the project. <br />Keis asked the estimated cost of the units. Howe estimated their <br />value at from $145,000 to $170,000. He indicated that the units <br />will be similar to a project he did at the intersection of Lexington <br />and Roselawn in Roseville. <br />Howe indicated that this project must be front - loaded given there is <br />a 30 foot drop in terrain from Little Canada Road going north. The <br />buildings will be on slabs, with some foundation under them <br />because of the terrain. There will also be retaining walls used in <br />the project to deal with terrain issues. Howe asked the <br />Commission for a consensus on both the issue of rezoning to R -2 <br />or PUD and the issue of variances. <br />Page 30 <br />
