MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 9, 1999 <br />The City Planner pointed out that under PUD zoning there is no <br />need for variances. However, perimeter setbacks must be adhered <br />to. The Planner suggested that the townhomes could be moved <br />closer together to eliminate the need for perimeter setbacks. <br />Howe stated that without variances, he would request that the <br />street be a private street. His proposal would be to have 30 feet of <br />paved street with 10 -foot easements for drainage and utilities on <br />either side of the blacktop. Howe indicated that the units adjacent <br />to the park could be moved 10 feet further south, but this would <br />still require a variance given the setback from the park would be 23 <br />feet. Howe noted that there are 3- season porches proposed on the <br />backs of these units. <br />Knudsen indicated that given there is a park behind these units, he <br />may be more inclined to support a variance for the north units. <br />The Planner pointed out that the park is 120 feet wide and asked <br />how that dimension was arrived at. Howe indicated that the park is <br />shown as 120 feet wide and 300 feet long. The Planner suggested <br />that it might be possible to adjust the width of the park to eliminate <br />the need for a variance. Reducing the width of the park by 7 feet <br />would eliminate the variance. <br />A property owner from the area asked if there would be a fence on <br />the north property line of the park to screen the park from the <br />adjacent residential home. The Deputy Clerk reported that as the <br />Park & Recreation Commission plans for the development of this <br />park, neighborhood meetings would be held to involve the <br />neighborhood in this planning. <br />Mary Ann O'Kane pointed out that the property owners in the area <br />support a park, noting that it will provide a good access to the <br />Water Works property. <br />Gene Leo asked if the additional traffic on Jackson Street will <br />result in road improvements, assessments, stop signs, etc. Leo <br />asked if there has been any consideration as to how the additional <br />traffic will affect the existing neighborhood. <br />Keis pointed out that this review is merely concept at this point. <br />Keis pointed out, however, that from looking at the looping of <br />Bryan Street through to Little Canada Road and the layout of the <br />townhomes along the street, it does not appear there would be <br />Page 31 <br />
