MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 9, 1999 <br />ZONING CODE <br />AMENDMENT - <br />OUTDOOR <br />STORAGE IN <br />PUBLIC <br />DISTRICT <br />CUP FOR <br />OPEN AND <br />OUTDOOR <br />STORAGE — <br />3100 COUNTRY <br />DRIVE — <br />CITY GARAGE <br />The City Planner reported that the way the Statute is written, there <br />is a requirement that a city's zoning ordinance and map should be <br />consistent with the Comp Plan. Therefore, if this property is not <br />rezoned to residential, than the Comp Plan should be changed to <br />reflect the commercial use of the area. The Planner pointed out <br />that depending on what the City Council does with this issue, an <br />amendment to the Comp Plan may come back to the Planning <br />Commission for consideration. <br />The Zoning Administrator presented a Zoning Code amendment <br />which would allow for the outdoor storage of materials within <br />the Public District. The Administrator pointed out that the City <br />is currently working in Ryan Industrial Park on code compliance <br />issues including outdoor storage of equipment and materials. The <br />Public Works Garage has some of these same issues. It is located <br />in the Public District which already allows outdoor storage of <br />equipment, but not materials. The Administrator pointed out that <br />the storage of materials is an essential function of the Public <br />Works Department in providing services to the City. Therefore, <br />she recommended adoption of the ordinance amendment as <br />presented. <br />The City Planner indicated that it was typical for cities to have <br />these provisions in their public districts. <br />Barraclough recommended adoption of the Zoning Code <br />Amendment relative to the addition of outdoor storage of materials <br />in the Public Zoning District. <br />Motion seconded by Keis. <br />Motion carried 5 — 0. <br />The Public Works Director appeared before the Commission <br />requesting the approval of a Conditional Use Permit for open and <br />outdoor storage of equipment and materials at the City Garage <br />located at 3100 Country Drive. <br />The Zoning Administrator reported that the storage would occur <br />on the north and south ends of the building, noting that the City <br />Garage property does not have a rear yard. <br />Page 62 <br />
