MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 9, 1999 <br />Knudsen questioned the amount of parking at the garage. The <br />Director reported that the plan is to relocate the wood ship pile <br />further south on the property, and pave additional parking area in <br />order to meet parking requirements. <br />The Zoning Administrator recommended that the chain link fence <br />with slats be removed and that the storage areas be screened with <br />chain link fence with plantings on the north side of the building <br />and a masonry wall on the south end. The Planner pointed out that <br />the chain link fence is for boundary definition purposes, it is the <br />plantings that provide the screening required under the ordinance. <br />The plantings would have to be a height of between 24 and 48 <br />inches at planting. <br />Knudsen asked about installation of a wood fence. The Director <br />did not feel wood would survive in the environment at the garage <br />due to salt storage and the moving of equipment. <br />Barraclough asked about relocation of the wood chip pile. The <br />Director reported that the wood chips are proposed to be moved to <br />the far end of the property. However, screening cannot be <br />provided for the pile. The Director noted that if the pile is <br />screened, it would not be visible to the public and they would not <br />know the chips are available. <br />Keis pointed out that providing wood chips is a good service to the <br />community, and felt that the requirement to screen this pile should <br />be waived. The Commission agreed. <br />Stanke asked if the fence would be moved back 40 feet on the City <br />Garage property out of the required front yard. The Director <br />replied that the fence will be moved to comply with the ordinance. <br />Keis asked if the Director had read the recommendations of the <br />Zoning Administrator as outlined in her report. The Director <br />replied that he had and would comply with all. The only issue is <br />the screening for the wood chip pile. <br />The Commission again indicated that the wood chip pile is a <br />valuable community service and should be exempt from screening <br />requirements. <br />Keis recommended approval of the Conditional Use Permit for <br />open and outdoor storage of materials as an accessory use for the <br />City Garage located at 3100 Country Drive subject to compliance <br />Page 63 <br />
