MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 9, 1999 <br />ZONING CODE <br />AMENDMENT <br />TO MODIFY <br />PARKING <br />SUPPLY <br />STANDARDS <br />with the recommendations of the Zoning Administrator except for <br />the requirement of screening the wood chip pile. <br />Motion seconded by Duray. <br />Motion carried 5 — 0. <br />The City Planner reviewed his reports relative to parking <br />standards. The Planner proposed that the standards for retail <br />space be reduced from 1 space per 200 square feet of retail space <br />to 1 space per 300 square feet of space. He is also recommending <br />that parking requirements for office space be consider net square <br />footage rather than gross. The Planner also proposed a proof of <br />parking clause in the ordinance which would allow a property <br />owner to pave less parking than required by the ordinance should <br />the owner be able to prove that the full requirement is not needed. <br />The property owner would have to provide for green area that <br />could be converted into the remainder of the parking if at some <br />time in the future the additional parking is needed. <br />The Planner suggested that these changes do not affect industrial <br />uses as these standards are very close to what is typically required. <br />However, proof of parking would come into play if the property <br />owner could show that the complete parking requirement was not <br />necessary. <br />The Planner indicated that a perfect example of requiring too much <br />parking is the Levitz property. He pointed out that probably a third <br />of that parking is never used. Under a proof of parking <br />arrangement, Levitz would have had to provide green area as a <br />designated future parking area to be improved at the time the <br />additional parking was needed. <br />Knudsen asked when the ordinance would become effective if the <br />City adopts it. The Planner reported that it would become effective <br />upon publication of the ordinance. The Planner also pointed out <br />that property owners would have to convince the City that the <br />parking was not needed as well as submit a site plan which shows <br />the green area which could be converted to parking if the need <br />arose. <br />The Zoning Administrator pointed out that most of the parking <br />requirements in Ryan Industrial Park are due to the auto - related <br />Page 64 <br />
