09/15/99 <br />To: Joel Hanson <br />From: Don Smiley <br />Re: New rescue /command vehicle for the fire department. <br />Joel, on Monday September 13,1999 the fire department unanimously voted to accept the <br />recommendation of the truck committee to pursue the purchase of a Pierce heavy duty <br />rescue /command vehicle. The significant items that are on this vehicle are listed on the attached <br />sheet. <br />History of the process <br />In November 1998 the fire department chiefs, and officers met to discuss the uses, and options <br />needed on this new vehicle. The original plan called for a custom chassis. After several meetings <br />with 3 manufactures it was determined that a custom chassis was cost prohibitive. The <br />committee then changed direction and switched to a commercial cab. The committee traveled to <br />3 different manufactures to look at trucks. The committee also traveled to several other fire <br />depot unents to inspect different vehicles. The field of manufactures came down to 2 - Custom <br />Fire in Osceola , Wi, and Pierce in Appleton, Wi. The committee submitted to each builder the <br />items that would be required to build this truck. We received a set of specifications, along with a <br />price from each of them. After several months of competitive negotiations a final price was <br />received from each manufacturer. The committee feels that this process worked very well, and <br />we received the best price possible for this vehicle. If the standard bidding process was used a <br />cost increase of at least S5,000 would have been added to the price by each manufacturer. <br />Page 75 <br />
