water main, sanitary sewer main, storm sewer with retention ponding, <br />concrete curb and gutter, the first lift of the bituminous roadway, <br />signage, and lighting, w,4.th all public improvements to be completed no <br />later than October 1, 2000. Any lighting which may become an ongoing City <br />expense shall be coordinated with the City and Northern States Power to <br />minimize future operational costs with Developer to bear system <br />installation costs to allow City to attain Northern States Power's <br />" Customer Owned Group V" rate. The second lift of asphalt for the <br />bituminous roadway is to be completed by Developer no later than August 1, <br />2001. Original plans and subsequent changes for said improvements shall be <br />prepared by Chuck Plowe, Consulting Engineers, and approved by the City <br />Engineer in accordance with City specifications and standards. <br />6. Preconstruction Meeting. Prior to the commencement of any work, <br />Developer or its engineer shall schedule a preconstruction meeting to be <br />held at the Little Canada City Hall at a mutually agreeable date and time. <br />Said meeting shall include all parties concerned, including, but not <br />limited to City staff, Developer's engineer, Developer's contractor(s), <br />Developer's builder, and affected utilities. The purpose of this meeting <br />will be to review the work program for construction to achieve a <br />coordinated approach. <br />7. Inspection and Staking. Developer shall instruct its engineer to <br />provide adequate field inspection personnel to ensure the project is <br />constructed in accordance with approved plans and specifications. In <br />addition, the City's Engineer, at Developer's expense, shall also inspect <br />the construction of the improvements for the purpose of certifying the same <br />and recommending acceptance of any public improvements by City.
