Hanson <br />Email: cityhall @ci.little - canada.mn.us <br />MEMORANDUM <br />TO: Mayor Fahey & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: October 8, 1999 <br />RE: Request for On -sale Liquor License ($2,750) & Sunday Liquor License ($200) — <br />Porter House — Kevin Schleif <br />As you know, the Grumpy's restaurant site was sold to Robert Gillen and Kevin Schleif who will <br />be renovating it into a steak house. The new establishment will be called the Porter House. Mr. <br />Schleif will be present at Wednesday's meeting to ask the Council to consider granting a liquor <br />license for their new establishment. <br />Pursuant to City Code, the only license currently available would be "on-sale restaurant <br />intoxicating liquor license." (There are five on -sale intoxicating liquor licenses authorized that <br />are currently allocated) The Porter House cannot meet the criteria for the restaurant intoxicating <br />liquor license in that they will not have an investment of the property exceeding $750,000 nor <br />will they have seating capacity for more than 100 guests. <br />The six licenses previously referred to constitutes our statutory limit pursuant to Minnesota <br />Statutes 340A.414, Subdivision 1. (copy attached) The City also has authority for two <br />additional on -sale licenses pursuant to 1987 statutory authorization. (copy attached) <br />To make a liquor license available for the Porter House, our ordinance would have to be <br />amended to provide for this additional license. Based on my discussions with the Mayor, the <br />Council may want to consider establishing a new category that requires an appropriate level of <br />restaurant services in order to prevent it from converting to a bar operation. Mr. Schleif has <br />indicated his agreement with this concept. <br />Representatives of the Porter House will be present at Wednesday's meeting to discuss this <br />matter in greater detail. Attached to this memo is additional information regarding their <br />operation for your review. Staff will need direction from the Council as to how to proceed with <br />any ordinance amendments you may feel are appropriate. These amendments would need to be <br />Page 20 <br />
