MINUTES <br />CITY COUNCIL <br />SEPTEMBER 22, 1999 <br />ZONING CODE <br />AMENDMENT <br />RELATIVE TO <br />PARKING <br />STANDARDS <br />STORM <br />SHELTER <br />ISSES <br />Fahey opened the public hearing to consider an amendment to the Zoning <br />Code relative to parking supply standards. The Planning Commission has <br />recommended approval of the amendment. <br />The City Planner reported that the modifications proposed are minor <br />in nature with regard to required parking. However, the amendment also <br />contains a proof of parking condition wherein a property owner can <br />request a portion of required parking be deferred until there is an apparent <br />need for it. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Upon motion by Morelan, seconded by LaValle, the public hearing was <br />closed. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 99 -9 -255 - ACCEPTING THE <br />RECOMMENDATION OF THE CITY PLANNER WITH REGARD TO <br />PARKING SUPPLY STANDARDS AS OUTLINED IN HIS REPORT <br />DATED AUGUST 19, 1999 AND INSTRUCTING STAFF TO <br />PREPARE THE APPROPRIATE ORDINANCE AMENDMENT <br />The foregoing resolution was duly seconded by Fahey. <br />Ayes (5) LaValle, Fahey, Scalze, Morelan, Pedersen. <br />Nays (0). Resolution declared adopted. <br />Don Smiley, Emergency Services Director, reported that he is satisfied <br />that the storm shelter plan for 3020 Rice Street is adequate. The <br />mobilehome court is making provisions to get people into their basement <br />shelter in the event of severe weather. <br />With regard to the storm shelter plan for North Star Estates, Smiley <br />reported that he is working with the owners of the mobilehome court on <br />this issue. Smiley also reviewed information from three mobilehome <br />courts in the City of Mounds View that recently constructed storm <br />shelters. Mounds View required construction of on -site shelters since they <br />felt the distance to other facilities was too great. Smiley felt that the <br />distance from North Star Estates to the Old Fire Station site was too great. <br />Smiley recommended that he be given some additional time to work with <br />the owners of North Star Estates prior to the City's acting on the plan <br />which was submitted. <br />Page 36 <br />
