Hanson <br />Email: cityhall @ci.little- canada.mn.us <br />MEMORANDUM <br />TO: Mayor Fahey & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: October 8, 1999 <br />RE: Twin Lake Pines Subdivision <br />Len Pratt has requested he be allowed to construct a 28 -foot wide street surface (curb to curb) in <br />the above - referenced plat. Our subdivision ordinance does not state a specific street width (copy <br />attached). City Code Chapter 502 requires a street to be graded for "the full width of the right - <br />of -way and in such a manner as to provide a minimum finished surface width of thirty -two (32) <br />feet from back to back of curb." Historically, however, streets for this type of subdivision have <br />been constructed to a 30 -foot wide width. Also, if the City were reconstructing a roadway in this <br />situation, a 28 -foot wide road would be allowed pursuant to our street reconstruction policy <br />given the limited number of homes that will exist upon the street. (Less than 250 average daily <br />trips generated.) <br />On the streets we have constructed to a 28 -foot wide width, no complaints or problems have <br />been noted by staff to -date The obvious concern one would have relates to on street parking for <br />special events occurring within the neighborhood. If cars were to park on both sides of the <br />street, two -way traffic would become difficult. However, this constitutes isolated occurrences <br />and appears manageable. <br />Staff feels a 28 -foot wide road surface (curb to curb) is workable subject to appropriate grading <br />of the site as directed by the City Engineer.
