NFAC <br />MEMORANDUM <br />NORTHWEST ASSOCIATED CONSULTANTS <br />COMMUNITY PLANNING - DESIGN - MARKET RESEARCH <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: October 14, 1999 <br />RE: Little Canada - Residential Monument Signs <br />FILE NO: 758.10 - 99.12 <br />The City has had recent requests from residential developers for permission to place <br />residential monument signs at the entrance to their development. In some cases, these <br />requests locate the sign within the street right -of -way, creating an island in the public <br />street. The current sign ordinance allows monument signs of 24 square feet in area, but <br />lists no other standards, other than the general provisions applicable to all signs. These <br />would include a prohibition of location within the public right -of -way, and a five foot setback <br />from the property line. <br />These types of signs have become popular recently in adding identity to a subdivision, as <br />well as being an attractive entry amenity for the street. They can have some drawbacks, <br />however, in that they may obstruct traffic visibility and create difficulty for street <br />maintenance equipment, such as snowplows or other vehicles. <br />One option for allowing these types of signs would be to simply apply the current <br />'regulations for signage. This would require a platted outlot on which the sign would be <br />located, meeting the five foot setback and square footage requirements. The current <br />language allows these signs to be a maximum of eight feet in height, so the setback would <br />be necessary to maintain traffic visibility. For street maintenance, it would be possible to <br />allow the narrowed travel lanes around the island. However, the turning radius should be <br />increased to ensure that the narrower dimension will not restrict large equipment or school <br />bus access.
