MINUTES <br />PLANNING COMMISSION <br />OCTOBER 14, 1999 <br />CUP & <br />VARIANCE - <br />280 RYAN <br />DRIVE — <br />RUSS FISCHER <br />Administrator as outlined in her report dated October 7, 1999 with <br />the stipulation that four access points be allowed as currently exists <br />based on the existing property conditions and existing business, <br />that the landscaping blocks address the issue of the fire hydrant by <br />leveling the grade of the surrounding area and installing ballards to <br />protect the hydrants, allowing the remaining landscape blocks to <br />continue to exist and requiring that they be landscaped as indicated <br />by Mr. Rossow. <br />Motion seconded by Carson. <br />Motions carried 4 — 1. Duray voted against. <br />Mr. Russ Fischer appeared before the Commission requesting <br />approval of a Conditional Use Permit for open and outdoor storage <br />of trucks and equipment as a principal and accessory use as well as <br />a Variance on the boulevard landscape requirement from five (5) <br />feet to zero (0) feet due to minimum driveway access width and <br />lack of space between the building and the street surface for 208 <br />Ryan Drive. <br />Keis noted that the Commission previously tabled action on this <br />CUP request until the results of soils tests could be obtained. <br />Fischer reported that he had a sweeper clean the back area of his <br />property and indicated that the recycled blacktop in this area looks <br />good. <br />The Zoning Administrator reported that given the lay out of the <br />property, some of the required parking must go in the rear yard. <br />The Council has been taken the position that required parking must <br />be blacktopped. When previously discussed, there was a question <br />as to whether or not the soil conditions at the rear of Mr. Fischer's <br />property would support blacktop. It appears that it can. <br />The Zoning Administrator further indicated that recycled blacktop <br />is not an acceptable paving material for required parking. <br />However, it soil conditions warranted, the City may consider <br />something less than paving in this required parking area. <br />Fischer reported that the estimate he obtained for installation of <br />blacktop is $15,000. However, the cost increased to approximately <br />$30,000 if the subsoils are dug out, and replaced with 6 inches of <br />Class V and 3 inches of blacktop. <br />Page 25 <br />
