MINUTES <br />PLANNING COMMISSION <br />OCTOBER 14, 1999 <br />The Public Works Director reported that the City Engineer has <br />evaluated the soil borings and concluded that the property will <br />support paving. However, given the type of soils that are there, <br />there may be some movement in the materials. However, if the <br />area is excavated and sand, Class V, and fabric installed, the <br />blacktop would last longer. <br />Kraemer asked how long blacktopping over the existing conditions <br />would last. The Public Works Director replied that the Engineer <br />did not give an estimate. Fischer estimated about five years. <br />Keis felt that the parking needed to be paved and indicated that it <br />would be up to Mr. Fischer whether he paved over the existing <br />conditions or did soil corrections. <br />The Zoning Administrator reported that the second issue is that of <br />the Variance on the boulevard landscape requirement. She pointed <br />out that Ryan Drive swings about 25 feet to the south in this area. <br />In order to put in angle parking, Mr. Fischer is requesting a zero lot <br />line setback rather than a 5 -foot setback from the property line. <br />With the zero setback, there will still be a 25 -foot boulevard area <br />while the Code requires a minimum of a 15 -foot boulevard. <br />Fischer indicated that the required parking at the front and sides of <br />his building will be blacktopped. He indicated that the soils are <br />stable in these areas and that the blacktopping will last. <br />There was no one from the public present wishing to comment on <br />this matter. <br />Fischer asked about the fencing on the east end of the property. <br />The Zoning Administrator indicated that the fence must be 40 feet <br />from the property line. The fence must be 6 to 8 feet in height. <br />Fischer indicated that given the boulevard area, there will be 65 <br />feet from the edge of the street to the fence. <br />Carson felt the fence should be 8 feet in height in order to do a <br />property job of screening the outdoor storage. <br />The Zoning Administrator informed Mr. Fischer that he will have <br />to apply for a building permit for the fence. She also noted that a <br />cyclone fence with slats would provide acceptable screening. <br />Page 26 <br />
