MINUTES <br />PLANNING COMMISSION <br />DECEMBER 9, 1999 <br />Knudsen felt that it was more of an aesthetic issue. <br />Montour felt that the rezoning to B -I District would still result in a <br />spot zoning. However, he was in support of the rezoning to B -I <br />given the circumstances. Montour pointed out that the issue for the <br />property owners is the requirement of a CUP for manufacturing <br />businesses. Montour pointed out the requirement of CUP's in <br />Ryan Industrial Park, and noted that it has not seemed to be an <br />issue in renting properties in that area. Montour pointed out that <br />the CUP requirement allows the City to have a look at a potential <br />tenant and operation prior to their locating in a property. Montour <br />stated that he was concerned about the need for upgrading building <br />materials, but was not sure the best way to address this issue. <br />Mr. Buetow was concerned about the soil conditions on his <br />property and the type of construction these soils would support. <br />The City Planner noted that the issue is aesthetics and that the <br />building materials upgrade in the I -P District generally deal with <br />exterior finish materials, not structural issues. Therefore, a <br />building could be of frame construction with a masonry exterior <br />treatment. The Planner reviewed the building materials standards <br />of the I -P District, and it was noted that stucco up to 25% was <br />allowed. It was also noted that the Planning Commission could <br />modify these standards if they so desire, and allow for a greater <br />percentage of stucco given that the Buetow's would likely be <br />proposing a stucco building. <br />Mr. Montour recommended approval of the amendment to the <br />Zoning Code establishing a Business - Industrial (B -I) Zoning <br />District as recommended by the City Planner with the modification <br />upgrading building materials standards to that of the I -P Zoning <br />District. <br />Motion seconded by Knudsen. <br />Motion carried 4 — 3. Barraclough, Carson, and Kraemer voted <br />against. <br />Mr. Montour recommended amendment to the Land Use Plan <br />portion of the Comprehensive Plan for 3104 Edgerton Street and <br />608 County Road D East designating these properties from low <br />density residential to business - industrial use. <br />Page 109 <br />
