Hanson <br />Email: cityhall@ci.little-canada.mn.us <br />MEMORANDUM <br />TO: Mayor Fahey & Members of the City Council <br />FROM: Greg Schroeder, Public Works Director <br />DATE: December 10, 1999 <br />RE: Water Meter Reading Contract <br />As you know, the City of Little Canada has approximately 2000 residential water meters that are <br />read on a quarterly basis. All residential meters are connected to a numerical remote that is <br />located on the outside of the residence. Meters are read by walking from house to house and <br />manually writing (recording) the numbers from the remote onto a page in a meter book. It takes <br />approximately 62 man hours to read all of the residential meters. <br />In the past, we have hired an average of five meter readers to perform this task each quarter. <br />They are usually high school and/or college aged people. However, during this last year, it was <br />extremely difficult to find anyone to do this work. I have contacted nearby colleges, placed <br />notices on our cable channel and in our city newsletter, and have tried to hire our seasonal park <br />staff, but I usually end up having to supplement with full -time personnel. Supplementing is very <br />costly to the city as shown below: <br />Meter reader @ $10/hour for 62 hours $620 <br />Vehicle reimbursement ($2/hour for 62 hours) 124 <br />(If they use their own vehicle, they get an addition $2/hr.) <br />Quarterly total: $744 <br />Total to read to end of year 2000 (5 quarters): $3,720 <br />Full -time Public Works Employee @ $22 /hr. for 62 hours $1,364 <br />(rate is an average and includes benefits) <br />Quarterly total: $1,364 <br />Total to read to end of year 2000 (5 quarters): $6,820 <br />Page 184 <br />
