NC <br />MEMORANDUM <br />NORTHWEST ASSOCIATED CONSULTANTS <br />COMMUNITY PLANNING - DESIGN - MARKET RESEARCH <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: December 6, 1999 <br />RE: Little Canada - Mueller /Langer Rezoning <br />FILE NO: 758.09 - 99.34 <br />Mr. Arthur Mueller and Mr. Dave Langer have requested a rezoning of a parcel along <br />County Road B between an office building and a mini - storage facility. The current zoning <br />is B -W, Business Warehousing. The proposed zoning is B -3, General Business. Mr. <br />Langer proposes to develop the parcel with a new building of approximately 26,800 square <br />feet. The building would be occupied by an outdoor sporting goods retailer, including <br />skiing, hunting, and fishing. <br />Surrounding land uses are a mix of commercial office space, mini - storage, and <br />manufacturing north of County Road B. To the south, Maplewood uses are primarily <br />commercial retail. The parcel has exposure to both County Road B and to Trunk Highway <br />36. Zoning in Little Canada is B -W to the east and west, with PUD on the St. Jude site <br />farther east. <br />The Zoning Ordinance specifies the requirements for rezoning consideration. These <br />requirements focus on the ability to provide public services, compliance with the new <br />zoning district performance standards, and consistency with the City's Comprehensive <br />Plan. <br />There do not appear to be any issues related to public service capacity in this area that <br />would be affected by the change from B -W to B -3. County Road B is a collector street, <br />and there are City utility services serving the area. With regard to performance standards, <br />the site plan submitted by the applicant indicates more than adequate area to meet <br />setbacks and to provide for parking, loading, and other needs of a retail use. <br />5775 WAYZATA BOULEVARD, SUITE 555 ST.
