MINUTES <br />PLANNING COMMISSION <br />DECEMBER 9, 1999 <br />CUP — <br />180 RYAN DR. — <br />ELFERING <br />BROS. <br />BUETOW & <br />McCUMBER <br />PROPERTIES — <br />ESTABLISH <br />B -I DISTRICT, <br />AMEND COMP <br />PLAN, REZONE <br />PROPERTIES <br />Motion seconded by Knudsen. <br />Motion carried 7 — 0. <br />Kyle Elfering appeared before the Commission requesting <br />approval of a Conditional Use Permit for open and outdoor storage <br />of materials and construction equipment at 180 Ryan Drive. The <br />Zoning Administrator pointed out that this is a new business <br />moving into Ryan Industrial Park. She noted that the property has <br />been completely cleaned up. <br />Elfering reported that they have agreed to the requirements <br />recommended by the Zoning Administrator. <br />Mr. Knudsen recommended approval of the Conditional Use <br />Permit for open and outdoor storage of materials and construction <br />equipment for 180 Ryan Drive as requested by Nancy Ryan and <br />Elfering Bros. subject to compliance with the recommendations of <br />the Zoning Administrator as outlined in her report dated November <br />29, 1999. <br />Motion seconded by Keis. <br />Motion carried 7 — 0. <br />The City Planner reported that there are three actions before the <br />Commission this evening. The first is to establish a Business <br />Industrial (B -I) Zoning District, the send would be to amend the <br />Comp Plan relative to the Buetow and McCumber properties to <br />reflect the business - industrial use, and the third would be to rezone <br />the property to B -I District. <br />The Planner reviewed the background information on this matter, <br />noting that the City was first presented with a request for a CUP <br />for open and outdoor storage on the Buetow property. That request <br />was denied; and at the time, the Council observed that the zoning <br />of the property did not conform to the land use portion of the <br />Comp Plan. Therefore, the Council felt this was the time to <br />address these inconsistencies. The Planner pointed out that the <br />Comp Plan calls for a residential use of this site. The property <br />owners are concerned about this because they feel it is unlikely <br />that the property will redevelop as residential. As a result, the <br />Council directed staff to develop a zoning district which would <br />Page 83 <br />
