MINUTES <br />CITY COUNCIL <br />AUGUST 22, 2012 <br />for the trail project. The City would need to obtain permission from St. <br />Paul Water to haul this fill in over the conduit lines. <br />Montour asked if the project has been included in the Capital <br />Improvement Budget. The Administrator replied that it has been budgeted <br />for $150,000 in the CI Budget. Blesener asked if the project would <br />proceed this year, if approved. The Administrator stated that it would <br />have to be completed before the permit expires. <br />Blesener noted the unlikelihood that the project would receive grant <br />funding, and pointed out that it has been programmed in the Capital <br />Improvement Plan for the last few years. The Administrator noted that <br />completion of this project will tie two trail segments together. Blesener <br />stated that if the project proceeds, it should be reviewed with St. Paul <br />Water to ensure that the trail segments are properly placed given St. Paul's <br />work on their well system. The Administrator indicated that the City <br />Engineer would work those issues out with St. Paul Water. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -8 -149 — AUTHORIZING THE <br />ADVERTISING FOR BID FOR THE WATER WORKS TRAIL <br />RAILROAD CROSSING PROJECT, WITH BID RESULTS TO BE <br />PRESENTED TO THE CITY COUNCIL FOR ACTION <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />CELL The City Administrator reviewed the Public Works Superintendent's <br />PHONE report dated August 17, 2012 outlining a proposed Cell Phone Policy <br />POLICY addressing a number of issues related to cell phone care and usage. These <br />issues include personal use of cell phones, payment for personal use, <br />accessories, damages to phone, reimbursement to employees who utilize <br />their own phone for their business usage. The City Administrator reported <br />that in preparing the policy, staff looked at a number of other cities' <br />policies. The policy proposed takes a middle-of-the-road approach. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -8 -145 — ADOPTING THE CELL PHONE <br />POLICY AS PRESENTED BY CITY STAFF <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (0).
