MINUTES <br />CITY COUNCIL <br />AUGUST 22, 2012 <br />3040 The City Administrator reported that it does not look like the Northeast <br />LABORE Redevelopment Area project will move forward in the near future. He <br />ROAD pointed out that Rodney Buck, owner of 3040 LaBore Road, was a willing <br />seller as part of that project. Mr. Buck would like to put his property up <br />for sale, but is concerned that the house the City owns at 3046 LaBore <br />Road will negatively impact the sale of his property. The Administrator <br />pointed out that the plan had been be to demolish the house at 3046 <br />LaBore Road at the time a Tax Increment Financing (TIF) District is <br />established for the Northeast Redevelopment Area and a project moves <br />forward. <br />The Administrator reported that he has checked with the City's fiscal <br />agent and bond counsel about demolition of the house prior to <br />establishment of the TIF District. The Administrator reported that they <br />have advised that the house can be demolished, but there are some steps <br />that must be taken first which include inspection of the property and <br />declaration that it is substandard in order to qualify this property under a <br />future TIF District. Once that is done and the house is demolished, the <br />City will have three years within which to create the district. Once the <br />TIF District is created, the City has another 4 to 5 years before an actual <br />project will have to commence. <br />Keis asked the cost of demolition. The Administrator estimated the cost at <br />$15,000 to $20,000. Blesener pointed out that the house is in a state of <br />disrepair and it is the City's plan to demolish it. The Administrator agreed <br />the house should be removed, or suggested that as an extreme, the City <br />could purchase the Buck property. The Administrator stated that it was <br />not fair to the neighborhood to have the house at 3046 LaBore sit there <br />indefinitely. <br />McGraw asked about just tearing down the house without the effort to <br />include the property in the TIF District. The City Administrator replied <br />that could be done, but pointed out that the property could not then be <br />used to qualify the district. The Administrator stated that, if the Council is <br />agreeable to tearing down the house, before that could occur testing would <br />have to be done, a plan developed and certified, abatement certificates <br />issued, and the property certified. He anticipated a 60 day process before <br />the house could be demolished. <br />Rodney Buck thanked the Council for their support in taking down the <br />house and indicated that the 60 -day timeframe would work. He asked the <br />City to consider some immediate clean -up of the property in order to help <br />him make his property more appealing.
