MINUTES <br />CITY COUNCIL <br />AUGUST 22, 2012 <br />Council. Montour suggested that recommendation be presented at the <br />September 12th Council meeting. The Administrator indicated that he <br />would also contact some appraisers for their input relative to the value of <br />the property. <br />COST OF The City Administrator reported that Xcel Energy has presented an <br />BURYING estimate of $419,077 for burying the powerlines on Little Canada Road <br />POWERLINES — from 35E to MeMenemy Road. They have also done a City- Requested <br />LITTLE Facility Surcharge (CRFS) analysis which would pay off this cost as a <br />CANADA surcharge to customers over a three -year time period. The Administrator <br />ROAD noted previous discussions relative to burying the Little Canada Road <br />powerlines from McMenemy Road to Edgerton Street, and the consensus <br />that adding that section would make the project cost prohibitive. The <br />Administrator further reported that the City of Roseville implemented the <br />CRFS to pay off their costs of burying the Rice Street powerlines. <br />The City Administrator indicated that both Ramsey County and Xcel <br />Energy need a decision from the Council on whether or not the powerlines <br />will be buried as soon as possible so that they can complete project design. <br />Blesener stated that he would like to know the impact to residents along <br />Little Canada Road relative to their cost to bury the lines coming into their <br />homes. The City Administrator pointed out that the City does not have to <br />require residents to bury the line coming into the house. A new pole <br />would be erected further into the property from which the electrical line <br />would go to the house. The Administrator indicated that this would not be <br />a big factor in this particular area; however, if the City wanted no poles, <br />then the property owners would be required to bury the services going into <br />their homes at their cost. <br />Blesener suggested that the Council take some time to consider this issue, <br />and requested that the matter be scheduled at the October 24th Council <br />meeting. The Administrator stated that he would get some estimates for <br />the cost for homeowners to bury their electrical services. <br />ADJOURN There being no further business, Mayor Blesener adjourned the meeting at <br />8:12 p.m. <br />Attes <br />anson, City Administrator <br />6 <br />lesener, Mayor <br />
