The Administrator <br />indicated that City staff would take care of these items. <br />It was the consensus of the Council to proceed with the process necessary <br />to certify the property at 3046 LaBore Road for qualification under a <br />future TIP District. <br />3006 The City Administrator reported that the owners of 3006 LaBore Road <br />LABORE wish to sell their property and are offering the City the opportunity to <br />ROAD purchase the bulk of the back of their property which abuts the Sculley <br />property. The majority of this land is wetland, but there may be some <br />limited development potential. The Administrator noted that the City's <br />Master Trail Plan calls for a trail improvement through the east end of the <br />Northeast Redevelopment Area, of which this property is a part. The City <br />Administrator also indicated that the City will need a sanitary sewer <br />easement through 3006 LaBore Road in order to avoid the need for a lift <br />station if the redevelopment at 3046 LaBore Road ever occurs. The <br />Administrator reported that the property owner is offering the City the <br />opportunity to purchase approximately 2.3 acres at a cost of $14,000 per <br />acre. The Administrator stated that the City would have to define the <br />parameters of the property purchase as well as determine whether or not it <br />made sense. He also noted that a subdivision would be necessary, and the <br />property that the City would be purchasing would be landlocked until the <br />time the area redevelops. <br />The Administrator stated that the purchase would be speculative for the <br />City until the time that the Sculley property redevelops. The <br />Administrator also indicated that he could not determine whether or not <br />there would be any development potential for the portion of 3006 LaBore <br />Road under consideration. The Administrator felt that the offer was worth <br />exploring, however. He suggested that some analysis be done and <br />indicated that a recommendation could be brought back to the Council <br />within 30 days. He indicated that the property owner would like to close <br />on the transaction within 60 days. <br />Greg Meemkin, 3006 LaBore Road, reported that the Sculley family is <br />becoming very motivated to sell their property and are considering selling <br />the entire parcel including the house. Meemkin stated that he believes he <br />is making a reasonable offer to the City, pointing out there may be <br />development potential for one or two lots. Blesener stated that whether or <br />not there is development potential is unknown at this time. Blesener <br />indicated that if the City proceeds with the purchase it would be from the <br />standpoint that two easements are needed from this property. Blesener <br />suggested that the City Administrator and City Engineer do some <br />additional study of the proposal and bring a recommendation back to the <br />5 <br />
