MINUTES <br />CITY COUNCIL <br />AUGUST 22, 2012 <br />Waterworks Trail at Railroad Crossing — trail improvement — <br />estimated cost $150,000. Sanders explained the nature of this project <br />which would connect two trail segments. The trail would provide an <br />eventually connection to the Troutbrook Trail system and Rice Street. The <br />Administrator pointed out that when the Rice Street Phase 111 project is <br />completed, the trail would connect into the Shoreview and Vadnais <br />Heights trail systems. The Administrator noted that there is a need for a <br />trail easement through the Frattalone property, and he did not anticipate a <br />problem in obtaining that easement. <br />The Administrator reported that the cost of this project has been included <br />in the Capital Improvement Plan and has been carried forward for a couple <br />of years. <br />Old Fire Hall — warming house replacement — estimated cost <br />$150,000. The Director reported that the existing warming house was <br />constructed in 1979 and is in need of replacement. The Director indicated <br />that the proposed project would include moving the warming house further <br />south on the property as well as include the addition of bathroom facilities. <br />The Director noted that the area is now a year -round facility given the <br />addition of the skateboard park, and pointed out the need for bathroom <br />facilities at this facility. <br />McGraw asked if there were utilities to this area. The Director reported <br />that there were not. He also noted that if the warming house building is <br />moved further south, there will be the need to purchase land from St. <br />John's Church (cost of which is not included in the estimate). Sanders <br />indicated that the estimated $120,000 (figure without contingencies), <br />included a basic building with restrooms. Sanders also indicated that it <br />may be possible to access the Metro Sewer line for sewer service. Either <br />water main would have to be run into the area, or the bathroom facilities <br />could be provided at the Old Fire Hall building. <br />McGraw pointed out that he has observed heavy usage of this facility on a <br />year round basis. In addition to the project proposed, McGraw suggested <br />some consideration be given to expanding the skateboard park. <br />Nadeau Wildlife Area — play area and site improvements — estimated <br />cost $50,000. Sanders reported that this project includes the replacement <br />of the play area and some benches. The existing curbing around the play <br />area could be retained. Blesener asked how much it cost to replace the <br />playground equipment at Thunder Bay Park. The Director replied that the <br />cost was at little over the $30,000 range and was paid for by Little Canada <br />Recreation Association (LCRA). <br />5 <br />
