MINUTES <br />CITY COUNCIL <br />AUGUST 22, 2012 <br />The Administrator asked if there was a 20 -year life for playground <br />equipment. Sanders replied that 20 years may be the average, but he did <br />not recommend more than 20 years. Sanders again noted the need to <br />upgrade from a safety and handicapped accessibility standpoint. <br />Maida noted that part of the process in prioritizing these improvements is <br />that the Commission tours the parks system and looks at the playground <br />equipment, trails, and other facilities. It was noted that the Nadeau Park <br />equipment is still a combination of wood and steel, and the wood is in <br />need of replacement. Sanders pointed out that when playground <br />equipment replacement is being considered, he would like to see some <br />neighborhood meetings held to hold discussions on the type of equipment <br />the neighborhood would like to see. <br />Country Drive and South Owasso Loop to Waterworks Trail — trail <br />improvements — estimated cost $200,000. McGraw questioned the need <br />to loop this trail. The Director indicated that there has been pressure from <br />the neighborhood for a trail loop, noting that at one time the neighborhood <br />requested a bridge be added over the water works for access. The Director <br />noted that some residents cannot get to the trail without walking on exiting <br />streets. The Director indicated that the proposal was a compromise and <br />preferable from a safety standpoint to on- street access to the system. <br />Pioneer Park — play area and site improvements — estimated cost <br />$50,000. Sanders indicated that the Pioneer Park play structure gets heavy <br />usage and the Commission is recommending replacement. <br />Spooner Park — play area improvements — estimated cost $50,000. <br />Sanders indicated that there are two play area segments, and suggested <br />that replacement could occur incrementally. <br />Spooner Park — lower picnic shelter replacement and upgrade lighting <br />and electrical — estimated cost $200,000. Sanders indicated that this <br />project is for the replacement of the lower shelter with one similar to the <br />upper shelter, but without bathroom facilities. The Director felt that <br />people renting the shelter would prefer to have bathroom facilities, and <br />suggested that the project would not be justified without these facilities. <br />Keis asked about shelter usage. The director indicated that the upper <br />shelter is fully booked June, July, and August, and typically half of May <br />and September. <br />McGraw asked if the addition of a second large shelter would be more <br />appropriate in Pioneer Park. Sanders reported that he is suggesting a large <br />picnic shelter on the west side of the park (see #16 on the priority list), <br />along with some additional site improvements. <br />6 <br />
