LITTLE CANADA
PARKS AND RECREATION
DEPARTMENT
515 Little Canada Road / Little Canada, MN 55117 -1600
Telephone: (651) 484 -2177 / Fax: (651) 484 -4538
JIM MORELAN, Director
DON BOWMAN, Program Coordinator
DEREK ANDERSON, Program Coordinator
MEMORANDUM
TO: Mayor Fahey and Members of the City Council
FROM: Jim Morelan, Parks & Recreation Director
DATE: November 22, 1999
RE: Pioneer Park Lighting Bids
The low bidder on the Pioneer Park ball field lighting project, Electric Service Company,
appears to be a very reputable contractor, and they have done several similar projects. I
have confirmed this through reference checking.
The following factors make up the portion of their bid that is over our budget estimate:
Wireless Control System $ 5,200
Manufacturer's Extended Warranty 14,250
Inflationary Adjustment (cost was 7,939
estimated in 1996)
$27,389
In addition, there will be a fee of approximately $6,000 from NSP for rewiring the
existing transformer at the site. This cost will be recovered over time because a more
economical 480 -volt fixture can then be installed.
I am recommending the award of the low bid in the amount of $265,389. I feel the
extended warranty will save money over the long term, and the remote wireless control
feature will eliminate any need to staff the site for that purpose as well as give us more
control over who can operate the system.
Page 11
