Hanson <br />Email: cityhall @ci.little- canada.mn.us <br />MEMORANDUM <br />TO: Mayor Fahey & Members of the City Council <br />FROM: Greg Schroeder, Public Works Director <br />DATE: November 9, 1999 <br />RE: Lee Rossow's Conditional Use Permit for 3101 Spruce Street <br />As part of Mr. Rossow's request for a conditional use permit at 3101 Spruce Street is to construct <br />a series of planters along Spruce Street. Their construction (they are 90% constructed) will <br />impact access and operation of an existing fire hydrant and available storage for snow plowed <br />from Spruce Street. <br />Elizabeth Mursko and I met with Mr. Rossow on November 8, 1999 to discuss the fire hydrant <br />and snow removal concerns. A summary of our discussion and possible solutions is as follows: <br />Fire Hydrant: <br />During our discussion of the fire hydrant, it became evident that Mr. Rossow's intent is <br />to protect the hydrant from damage from the bus traffic entering and exiting the adjacent <br />driveway. I was trying to ensure that there was a level area around the hydrant for safe <br />operation. Based on our discussion, it was concluded that: <br />1) The planter that surrounds the fire hydrant will be enlarged to provide a four -foot <br />diameter level area around the hydrant; and <br />2) Two bollards would be installed to protect the hydrant from traffic. <br />Snow Removal/Storage: <br />The planters are only 42 inches from Spruce Street, thus impacting snow storage and City <br />snowplowing activities. Mr. Rossow's business activities require him to plow snow from <br />his parking lot before 6:30 a.m. He does a very good job of removing snow from his lot. <br />Based on this, Mr. Rossow agrees to remove any excess snow from the right -of -way in <br />front of the planters. This would eliminate the need for the City of Little Canada to wing <br />snow over the top of the planters and possibly damage them. This was agreeable <br />Page 11 <br />
