Mayor & City Council <br />November 9, 1999 <br />Page 2 <br />with Mr. Rossow, provided the City of Little Canada would prioritize the sanding and <br />salting of Spruce Street at the intersection of South Owasso Boulevard (see attached <br />Letter). I was not aware that this intersection becomes so slippery and a lot of bus - related <br />accidents occur there. <br />Based on the above and subject to review by legal counsel, it is recommended that the following <br />conditions be made part of the conditional use permit for 3101 Spruce Street: <br />1) The City of Little Canada is not responsible for any damage to the planters by City <br />crews as a result of normal City maintenance of the fire hydrant or by normal City <br />snowplowing activities. <br />2) The planter that surrounds the fire hydrant would be enlarged to provide a four -foot <br />diameter level area around the hydrant. <br />3) Two bollards would be installed to protect the hydrant from traffic. <br />4) Any excess snow on City right -of -way between the planters and Spruce Street will be <br />removed by the owner of the 3101 Spruce Street property within 48 hours of plowing <br />by the City. If this property is sold, this snow removal agreement shall be a condition <br />of that sale, or the planters will be removed. <br />As a matter of public safety, and in the interest of safety for our citizens and business owners, the <br />City of Little Canada's Public Works Department will prioritize the sanding/salting of the Spruce <br />Street/South Owasso Boulevard intersection. <br />cc: Lee Rossow <br />Elizabeth Mursko <br />File:Grep/rossow conditional use permit <br />Page 12 <br />
