Mayor & City Council
November 9, 1999
Page 2
with Mr. Rossow, provided the City of Little Canada would prioritize the sanding and
salting of Spruce Street at the intersection of South Owasso Boulevard (see attached
Letter). I was not aware that this intersection becomes so slippery and a lot of bus - related
accidents occur there.
Based on the above and subject to review by legal counsel, it is recommended that the following
conditions be made part of the conditional use permit for 3101 Spruce Street:
1) The City of Little Canada is not responsible for any damage to the planters by City
crews as a result of normal City maintenance of the fire hydrant or by normal City
snowplowing activities.
2) The planter that surrounds the fire hydrant would be enlarged to provide a four -foot
diameter level area around the hydrant.
3) Two bollards would be installed to protect the hydrant from traffic.
4) Any excess snow on City right -of -way between the planters and Spruce Street will be
removed by the owner of the 3101 Spruce Street property within 48 hours of plowing
by the City. If this property is sold, this snow removal agreement shall be a condition
of that sale, or the planters will be removed.
As a matter of public safety, and in the interest of safety for our citizens and business owners, the
City of Little Canada's Public Works Department will prioritize the sanding/salting of the Spruce
Street/South Owasso Boulevard intersection.
cc: Lee Rossow
Elizabeth Mursko
File:Grep/rossow conditional use permit
Page 12
