MINUTES <br />PLANNING COMMISSION <br />OCTOBER 14, 1999 <br />With regard to parking requirements, the Zoning Administrator <br />reported that she based her recommendation on one space per <br />employee (3 spaces) plus 1 space per 1,000 square feet for a total <br />of 7 parking spaces. <br />Carson asked about the tire storage that occurs on the property. <br />Rossow explained the need for replacement tires for the buses. <br />They have to maintain 100 spare tires for the buses. These tires are <br />on rims. They also have storage of tires that are waiting to be sent <br />out to be recapped. A minimum of 30 tires are needed before they <br />can be sent out for recapping. Rossow reported that this is an <br />essential function of their business as a bus company. <br />Duray asked if tires were an allowable item to store. The Zoning <br />Administrator replied that there is nothing in the Zoning Code <br />prohibiting tires and they are considered to be usable equipment. <br />The Public Works Director asked if the fifteen -foot setback for the <br />fence was from the street surface or from the public right -of -way. <br />The Zoning Administrator replied that the setback would be from <br />the surface of the street which would include a 5 -foot setback from <br />the property line, and indicated that she would clarify that in her <br />report. <br />The City Planner reported that the Zoning Code requires that the <br />landscaped area be a width of 5 feet from the property line, or 15 <br />feet from the curb, whichever is greater. This will be verified on <br />Mr. Rossow's site plan to make sure there is compliance. <br />There was no one from the public present wishing to comment on <br />this matter. <br />Barraclough recommended approval of the Conditional Use Permit <br />for open and outdoor storage of equipment and materials as an <br />accessory use for 3175 Ryan Lane as requested by Mr. Rossow <br />subject to compliance with the recommendations of the Zoning <br />Administrator as outlined in her report dated October 7, 1999 <br />clarifying that the storage of tires as spare parts be limited to 75 <br />rimmed tires, and subject to clarification of the width for the <br />landscaped by City staff. <br />Motion seconded by Carson. <br />Motion carried 5 — 0. <br />Page 22 <br />
