MINUTES <br />PLANNING COMMISSION <br />APRIL 8, 1999 <br />ZONING CODE <br />AMENDMENT — <br />ESTABLISH <br />I -2 DISTRICT <br />Motion seconded by Kraemer. <br />Motion carried 5 — 2. Knudsen and Montour voted against. <br />The City Planner outlined the past history relating to the aggregate <br />stockpiling and recycling operation of Fra -Dor at 3137 Country Drive. <br />He pointed out previous Council actions allowing this operation to <br />continue through the use of a Development Agreement establishing a <br />timeframe within which the operation could operate as well as subsequent <br />Amendments to the Development Agreement addressing time extensions. <br />It is the feeling of the City Attorney that the more appropriate way to deal <br />with this use would be to establish a separate Zoning District and provide <br />for aggregate stockpiling and recycling as an interim use within that <br />District. The Attorney felt this would provide the City with the most <br />control should similar requests be made. <br />Knudsen pointed out that another property owner could request a rezoning <br />to the proposed 1 -2 District in order to operate a stockpiling and recycling <br />business. <br />The Planner agreed that the rezoning could be requested, but reported that <br />the separate zoning district gives the City the greatest amount of discretion <br />in considering whether or not to rezone. The City is not obligated to <br />rezone a property just because a request for rezoning is made. <br />Knudsen recommended adoption of the Zoning Code amendment <br />establishing the I -2 General Industrial District as proposed by the City <br />Planner. <br />Motion seconded by Montour. <br />Motion carried 7 — 0. <br />ARC.HPTECTURAL The City Planner reported that the property owners of 2600 Rice Street are <br />REVIEW — 2600 seeking an architectural review for improvements to this property. The <br />RICE STREET site consists of a car wash as well as another building that they are <br />proposing be remodeled into a coffee shop. The Planner reported that <br />applications were made for roofing improvements on the car wash, a sign <br />permit, and improvements to the proposed coffee shop. Given that both <br />buildings are located on one piece of property, it is staff's opinion that the <br />improvements need to be treated as a unified project and that architectural <br />review must occur for the entire site.
