515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 484 -2177 / FAX: (651) 484 4538
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: April 23, 1999
RE: Preliminary Plat for Twin Lake Pines Addition
MAYOR
Michael I. Fahey
COUNCIL
Beverly Scalze
Jim LaValle
Steve Morelan
Bob Pedersen
ADMINISTRATOR
Joel R. Hanson
Mr. Pratt will be present at Tuesday's meeting to discuss the preliminary plat of the above -
referenced subdivision. I have met with Mr. Pratt and Geny Urban, City Administrator of
Vadnais Heights, relative to this matter. A current status report is as follows:
♦ The installation of water main is a critical issue. As you know, the planned source is
from the City of Vadnais Heights. However, it has been reported there are some fire
flow /stagnant water concerns with the existing main in the Mitchell preserve adjacent to
this property. The City of Vadnais Heights has commissioned their engineer to do a
comprehensive, city -wide water study. This area is to receive special attention as part of
that report. However, results are not expected to be available until this fall.
♦ Related to the water main for the Twin Lake Pines Plat, is the fact that we need to get
municipal water to the Twin Lakes area within our community. (Vadnais Heights also
has a desire to serve the Five Star Mobile Home Park. We are receiving inquiries from
residents in this area regarding the possibility of city water and the need for road
improvements. These projects are identified in our 5 -year CIP.) It appears a looped
system could address both communities' concerns and assure the construction of the
Twin Lake Pines subdivision. The feasibility and timing of implementation of this
concept will be subject to the results of the comprehensive water study undertaken by
Vadnais Heights.
• The sewer system to serve the Twin Lake Pines development will be a Little Canada
system as it connects to the metro line with no Vadnais connections prior to serving Little
Canada residents. There would be some Vadnais Heights homes connected to this line.
Connection and billing issues will need to be resolved with a joint powers agreement
addressing the overall utility situation between the two cities.
• City of Vadnais Heights is requesting an off - street path along the south side of Vadnais
Boulevard to be extended to Twin Lake Boulevard to help them complete a link they are
Page 98
