Mayor & City Council <br />April 23, 1999 <br />Page 2 <br />planning to Sucker Lake Park. (Mr. Urban is to provide me with a copy of a map <br />showing the connection they contemplate so it can be reviewed by our Parks and <br />Recreation Commission.) Mr. Pratt has indicated a willingness to accommodate this path <br />subject to it's construction along existing terrain rather than requiring the shoulder of <br />Vadnais Boulevard to be built up. <br />♦ The homes to be constructed on Lots 1 -3, Block 2 will be considered in the City of <br />Vadnais Heights and they would be subject to the fees for services required by that city. <br />The balance of the lots on this plat will be within the City of Little Canada. It would be <br />my recommendation that taxes be apportioned 100% to the city in which the lot is located <br />in order to make it easier for property owners and Ramsey County for calculation <br />purposes. <br />♦ I have informed Mr. Urban that the City of Little Canada is not interested in any <br />assistance to their development of a park within Vadnais Heights that would have access <br />to Twin Lake. Specifically, we would not provide financial assistance, or allow land <br />within our City to be used for this purpose. <br />♦ Vadnais Heights has asked us to financially support the planned "T" intersection at Twin <br />Lake Boulevard and Vadnais Boulevard. They would like us to contribute 25% of the <br />project costs. This redesign would seem to make sense from an initial review, but is <br />something that would require further study before staff would be prepared to make a <br />recommendation on this matter. I do not believe it needs to be an issue relative to this <br />plat approval, but it is reasonable to consider from a concept standpoint. <br />♦ Vadnais Heights is concerned about the street lighting we would require within this <br />development. I have informed Mr. Urban that we would require street lighting pursuant <br />to our policy. It would be the developer's responsibility to pay for the full installation of <br />the street lights in order that street lighting costs we are subjected to with be at a lower <br />rate than if they are installed by NSP. <br />♦ The boundary dispute with Vadnais Heights Free Church is proposed to be addressed by <br />platting the land in question as an outlot. Mr. Pratt has made a proposal to the church to <br />resolve this matter. If it is not accepted by them, this matter will likely be litigated. <br />Upon final resolution by the court system, the outlot would either become church <br />property, be added to Lot 2, or some combination thereof. <br />♦ Mr. Urban is drafting a proposed joint powers agreement that would address these issues. <br />I am expecting to receive that within the next few days. <br />Mr. Pratt is obviously interested in proceeding with this development in order that he can <br />construct improvements this year and achieve housing sales in 2000. He has complied with all <br />requirements we have placed on him to -date, but the principle issue remains the final source of <br />water to serve this development. We have discussed a concept whereby Mr. Pratt will be <br />allowed to construct these improvements and possibly a model home with the understanding that <br />no certificate of occupancy would be given until an adequate source of water supply is available <br />for this plat.
