However, detailed information <br />has not been obtained for the entire site. <br />Keis asked if the facade of both the car wash and coffee shop should be <br />integrated, and asked if there would be additional requirements for the car <br />wash facade given that the improvements to that building are proposed to <br />the roof. <br />The Planner reported that the car wash is a non - conforming use in the B -3 <br />District, and the applicant is proposing both roofing improvements as well <br />as signage. However, remodeling improvements are being proposed to the <br />coffee shop, therefore, architectural review is necessary. The Planner <br />indicated that his office is not prepared to report on the architectural <br />review at this time given that the applicants have not submitted a complete <br />package. <br />Keis recommended that that architectural review be tabled pending <br />additional information, and suggested that the applicants provide the City <br />Planner that information prior to the next meeting. <br />Chris Drake, property owners, indicated that he was not aware this matter <br />was on the agenda this evening given that the City Administrator informed <br />him it was not. Drake reported that he was not able to submit a complete <br />application package to the City Planner because he ran into some <br />problems. <br />Knudsen recommended that action be tabled on the architectural review <br />for 2600 Rice Street pending the submission of additional information to <br />the City Planner by the property owners. <br />Motion seconded by Barraclough. <br />Motion carried 7 — 0. <br />REVISIONS The City Planner recommended that the Architectural Guidelines for the <br />TO 171E commercial areas along Rice Street be amended to revise the deadline for <br />ARCHITECTURAL submission of application materials to be consistent with that of other <br />GUIDELINES planning actions. He also recommended that rather than using the <br />estimated market value of the property as a trigger for architectural <br />guideline compliance, that 50% of the estimated market value of the <br />building be used. <br />Keis recommended amending the Architectural Guidelines for Rice Street <br />Commercial Areas as recommended by the City Planner. <br />Page 168 <br />
