MINUTES <br />PLANNING COMMISSION <br />APRIL 8, 1999 <br />Motion seconded by Kraemer. <br />Motion carried 7 — 0. <br />CODE The Code Enforcement Officer reported that she began working on code <br />ENFORCEMENT enforcement issues in Ryan Industrial Park in October of last year. She <br />also reported that there will be three applications for conditional use <br />permits for outdoor storage in Ryan Industrial Park presented to the <br />Commission for consideration at their May meeting. In addition to <br />addressing the outdoor storage requests, in her review of the property <br />other code enforcement issues on each property will be identified. The <br />goal of the review will be to solve code violation issues as well as placing <br />restrictions on exterior storage for each site. <br />The Code Enforcement Officer reported that prior to the May Planning <br />Commission, she would like to hold a workshop meeting with the City <br />Council to discuss issues within Ryan Industrial Park and to gain some <br />direction from the Council on these issues. Once she has that direction, it <br />will be incorporated in her review of each of the individual sites within the <br />Park. <br />Keis asked about screening requirements. <br />The Code Enforcement Officer reported that outdoor storage must be <br />screened from the public right -of -way. Other issues in considering <br />outdoor storage have to do with paving requirements, lighting, setbacks. <br />The Planner reported that outdoor storage is subject to similar setbacks for <br />a building. There is no outdoor storage allowed in front yards. <br />The Code Enforcement Officer reported that other issues to consider in the <br />screening of outdoor storage is the visibility for the Sheriff's Department <br />as they patrol the area. <br />The City Administrator reported that the current ordinance requirements <br />are very difficult to apply in Ryan Industrial Park. Therefore, it was <br />thought that some direction was needed from the Council. The <br />Administrator reported that the Planning Commission was welcomed to <br />attend the workshop. <br />Duray asked the timeframe that Ryan Industrial Park property owners <br />have to get their properties in compliance. The Code Enforcement Officer <br />reported that property owners have until December 31, 1999 to get into <br />Page 169 <br />
