team has established a target completion date of September 30, 1999 for City
systems fixes & testing along with contingency planning.
6. NSP presentation — NSP does not guarantee power or gas on any given day
and will treat this event accordingly. They are confident that they will be able to
provide electricity and natural gas to their customers on January 1, 2000 and
other potential Y2K target dates. NSP reported that 100% of all their systems
have been evaluated and are Y2K compliant.
7. Phone Companies — The phone companies are not as confident. They are not
as confident due to a capacity problem not a Y2K problem. The phone
companies have a 40% off-hook capacity level. Minnesota typically uses 17% of
the maximum capacity level. However, they are predicting on January 1, 2000,
the phone off-hook capacity level will be exceeded and customers may not have
a dial tone when they pick up the phone receiver.
8. April 7, 1999 Meeting — The Y2K Team members, Elizabeth Mursko, Greg
Schroeder, and Julie Manville -Camp, and the following people met to discuss an
overview of system status relating to public services of his or her respective
departments or areas (see attached meeting notes).
Don Smiley — Emergency Services
Dick Boss — Fire Chief
Jim Gustafson — Fire Department Y2K committee member
Jim Daly — Sheriff's Department
Bill Hughes — Emergency Services Ramsey County
Joel Hanson — City Administrator
Jim Morelan — Director Parks & Recreation
Kathy Glanzer — Deputy Clerk
Brian Behm — CAN Producer
Greg Schroeder — Director Public Works Department
Julie Manville -Camp — Accountant
Elizabeth Mursko — Y2K Coordinator
9. City Emergency Plan Review — The City Staff will be holding a City Emergency
Plan Review in the near future, to familiarize them with the emergency operating
center procedures.
9. Community Education — The City of Little Canada is broadcasting Y2K
information sponsored by NSP and the League of Minnesota Cities three times
per day.
Future Community Education:
Distribution of State Brochures (enclosed)
Newsletter Articles
Page 178
