MINUTES <br />PLANNING COMMISSION <br />APRIL 8, 1999 <br />truck parking, and subject to the resolution of all code violations on the <br />property. <br />Motion seconded by Knudsen. <br />Motion carried 6 — 0. <br />The Commission suggested that it would be a Council decision whether to <br />grant the property owner a specific amount of time within which code <br />violations and paving requirements would have to be met. <br />CUP FOR Ken Nielsen, U.S. West, appeared before the Commission relative to U.S. <br />TELECOMM- West's request for a Conditional Use Permit for a telecommunications <br />UNICATIONS tower, antenna, and ground equipment at the Citgo Station located at <br />TOWER — 300 Little Canada Road. Nielsen pointed out that at the last Planning <br />U.S. WEST Commission meeting, additional information was asked for relative to the <br />viability of other sites as well as co- location opportunities. Nielsen <br />reported that there is no co- location that would meet U.S. West's <br />objectives for this tower. The Citgo Station site works and the owner of <br />the property is willing to work with U.S. West. The 55 -foot tower <br />proposed for the site is lower than any other antenna in the City. Nielsen <br />pointed out that the proposed location is screened by existing vegetation to <br />the south as well as 35E on the west, the Citgo building on the east and the <br />property fixtures on the south. <br />Carson pointed out the Planner's recommendation that a landscaping and <br />screening plan be submitted for the site. Nielsen requested that City staff <br />be allowed to review the tower location and determine if additional <br />screening and landscaping is required. Nielsen felt that the existing <br />conditions may be sufficient. If not, U.S. West would be willing to submit <br />a landscaping and screening permit prior to the issuance of a building <br />permit. <br />Knudsen asked about the 55 -foot height and whether or not the tower <br />would be co- locatable. Nielsen reported that the City's ordinance requires <br />that the tower be co- locatable. The tower would be constructed so that it <br />could be extended to a 75 -foot height, which is the maximum allowed by <br />the City in the B -3 Zoning District. This extension to 75 -feet would make <br />the tower co- locatable. <br />Knudsen asked if the tower was co- locatable at 55 feet. <br />Page 30 <br />
