515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 484 -2177 / FAX: (651) 484 -4538
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: April 8, 1999
RE: County Road B2 Cost Participation Revisions
MAYOR
Michael 1. Fahey
COUNCIL
Beverly Scalze
Jim LaValle
Steve Morelan
Bob Pedersen
ADMINISTRATOR
Joel R. Hanson
Attached is a letter dated March 12, 1999 from Brad Lindaman of Barr Engineering. In his letter
and attached correspondence, Mr. Lindaman wishes to clarify the cost participation necessary to
enact the drainage improvements to County Road B2 (Edgerton to Arcade) as had been
previously discussed. As you may recall, the Council had authorized $38,950 at our meeting on
January 13, 1999. However, Mr. Lindaman has pointed out that these did not include design and
inspection costs because they were assuming that work would be undertaken by Ramsey County.
He has anticipated (hopefully on the high side) engineering expenses totaling $40,900. Our pro
rata share based on the costs of construction for the improvements we are responsible for would
yield an additional cost of $18,600. He has also provided for contingency amounts totaling
$9,300 (estimated at 30% of construction). This yields a total amount we could potentially be
responsible for to $66,850. It should be kept in mind that $7,500 of this amount is for easement
acquisition that we believe we can do at a lesser cost.
While this does represent a substantial increase in anticipated costs, I believe it is a fair
allocation of the costs to be incurred. I am also hopeful that the final costs will be lower than
these estimates thereby minimizing the impact to our budget. Therefore, I would recommend
approval of the revised amount of $66,850 to complete the County Road B2 drainage projects as
had previously been discussed. I would further recommend that these funds would come from
our infrastructure capital improvement fund.
JRH:kpp
cc: Terry Maurer, City Engineer
Page 42
